ADVERTISEMENT AND INVITATION FOR BIDS

The COUNTY OF MEDINA, on behalf of the Medina County Water Control and Improvement District No. 2 (MCWCID#2), D’Hanis, TX, will receive bids for REBID Wastewater Treatment Plant Site Improvements - TxCDBG Project No. 7217309 (SWE Project No. 0493-003-16) until 11:00 AM, Thursday, January 10th, 2019 at the MCWCID#2 office located at 7360 County Road 525 (Front St.), D’Hanis, TX (or by mail at P.O. Box 337, D’Hanis, TX 78850). The bids will be publicly opened and read aloud immediately thereafter.

 

Project Description:

 

The project generally consists of improvements to the Clarifier, Oxidation Ditch, Sludge Drying Beds and Chlorination System at the Medina County WCID #2 WWTP in D’Hanis, TX.

Bid/Contract Documents including Drawings and Technical Specifications are on file and available for examination at the SOUTHWEST ENGINEERS, INC. office located at 307 St. Lawrence Street, Gonzales, Texas 78629 (Phone: 830-672-7546, Fax: 830-672-2034). A set of these Documents can be obtained from Southwest Engineers, Inc. in three different formats: Hard Copy Set: $80.00 (Non- Refundable), Electronic (PDF Format) Set on CD: $30.00 (Non-Refundable) or Electronic (PDF Format) Set Downloaded: $25.00 (Non-Refundable).

A bid bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the County of Medina may be submitted in lieu of the Bid Bond. The County of Medina requires Payment and Performance Bonds in 100% of the contract amount.

Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) Wage Rate, as issued by the U.S. Department of Labor and contained in the Contract Documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual identity, gender identity or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.

The County of Medina reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by the County of Medina for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.

All prime contractors and subcontractors with agreements that will be valued greater than or equal to $25,000, must have an active registration with System for Award Management (www.SAM.gov) AND have been cleared (not suspended or debarred) prior to any formal action authorizing award of construction contract to prime contractor. Examples of formal action include, but are not limited to, an authorizing resolution, an authorizing ordinance, a Council/Commissioners Court approval of award, a contract execution, etc. For subcontracts that will be valued at less than $25,000, including any and all change orders or modifications, subcontractor must be cleared with SAM.gov prior to any formal action authorizing construction contract to prime contractor, but are not required to have active registration in SAM.gov. Proof of registration must be received prior to authorization to work on project.
